Introduction
In April 2021, India-based lighting solutions company Syska LED (Syska), a subsidiary of Indian conglomerate SSK Group Limited (See Exhibit I), won the uniquely structured tender floated by public sector entity Convergence Energy Services Limited (CESL) (See Exhibit II) to supply 10 million Light-Emitting Diode (LED) bulbs for the rural areas of India. CESL agreed to procure seven million 12-watt LED lamps and three million 7-watt LED lamps from Syska.
